New Art Center and public spaces to revitalize Larnaca’s waterfront

Larnaca is entering an important phase of urban transformation at the site of its former oil refineries, where major public and private investments are shaping the city’s future coastline. A key project is the €30 million Art Center, scheduled to open by 2029 ahead of Larnaca’s role as European Capital of Culture in 2030. The centre will form part of a wider coastal development zone, alongside long-term private investments expected to exceed €1 billion, marking one of the most ambitious regeneration efforts in the city’s history.

At the same time, planning is focused on creating a high-quality public coastal front along the 3-kilometre shoreline. Beyond walkways and promenades, the vision includes sandy beaches, parks and open spaces that allow residents and visitors to enjoy direct access to the sea. A dedicated coastal study is guiding decisions on erosion management and sustainable development, with future works expected to enhance accessibility and connect the coastline seamlessly with the rest of the city through pedestrian and cycling routes.

Public works are structured in three stages, beginning with shoreline protection and the creation of recreational green areas, followed by the redevelopment of riverbeds and key roads, and concluding with an extended network of pedestrian and cycling paths linking coastal and urban landmarks. In parallel, preparations for the Art Center are progressing with support from specialised consultants and planned European funding, reinforcing Larnaca’s goal of combining cultural development, public space and long-term urban sustainability.
